Abstract:
This report is the eleventh of a series of annual research papers on the California Innovation and Alternative Instructional Delivery Program. The purpose is to provide information on the implementation of distance learning (DL) The report presents data from the annual Innovation Program applications, the statewide student information system, TOPSPro, and statewide CASAS reading and listening tests. Data covers distance learning program characteristics, learner characteristics, and learner progress and outcomes using several measures. The report shows the dramatic decrease in participation in DL as a result of implementation of flex funding. For the seventh year, the report is able to compare and contrast key outcome data between classroom, distance learning only, and blended learning. The importance of blended learning as an effective intervention is clearly documented.
