Abstract:
This report was undertaken to investigate the thresh hold levels of literacy and language proficiency necessary for adult learners to use the Internet for independent learning. Sources included large scale surveys, the literature, and the field. The key finding was that thresholds did not exist. Learners at even the lowest levels of literacy and language proficiency can engage with online learning content. The key was motivation.
