Abstract:
This report is the fourth in a series of annual research papers on the California Innovation and Alternative Instructional Delivery Program. Its purpose is to provide current and comparative information. The report summarizes learner data collected during the 2002-2003 school year on over 44,149 learners enrolled in California adult schools that participate in the optional "innovation and alternative instructional delivery system" often called the 5% program. Also included are characteristics of the program in 2002-2003 and conclusions regarding its effectiveness.
