This report is the second of a series of annual working papers and summarizes data collected during the 2000-2001 school year on over 21,000 learners enrolled in 86 California adult schools that participate in the optional "innovation and alternative instructional delivery system" often called the 5% program. Also included are characteristics of the program and conclusions regarding its past effectiveness and its future in 2001-2002.
