This report summarizes data collected during the 1999-2000 school year on over 16,000 learners enrolled in 60 California adult schools that participate in the optional "innovation and alternative instructional delivery system" often called the 5% program. Also included are characteristics of the program and conclusions regarding its past effectiveness and its future in 2000-2001.
