Executive Orders about AI from President Biden & Governor Newsom

On October 30, 2023, President Biden issued an executive order on safe, secure and trustworthy Artificial Intelligence (AI). This order does some of the following in summary: 

  • Established an AI Bill of Rights
  • Guidance for AI used within the federal government
  • Controlled, federal testing of AI systems for fairness, safety & security
  • Established National AI Advisory Committee
  • National Science Foundation will lead AI focused research
  • National Artificial Intelligence Research Resource will continue to provide computing power and data storage.
  • Placed guidelines for ethical, unbiased, and safe AI use across the federal government.  

Similarly, California’s Governor Newsom signed an executive order to prepare California for AI progress. This order does some of the following in summary: 

  • Establish guidelines for the development of AI in California
  • Creates an Advisory Committee to report on AI uses, policies and state safeguards
  • Directs state agencies to inventory their use of AI systems
  • Ensures AI does not unlawfully discriminate and protects Californian’s data privacy rights.
  • CA will partner with AI experts on AI testing and deployment
  • Promote innovation while protecting Californians especially marginalized communities
  • Take proactive steps to develop ethical AI principles and policies for responsible AI development in California.
