Abstract:
This policy brief reports on the February 18, 2010 CAAL Roundtable discussion of WIA and the Adult Education and Economic Growth Act with 19 leaders of local programs and institutions identified by their peers as providing exemplary "adult education for work" services. Sections focus on program achievements, limitations of WIA, merits of an alternate outcome driven system, serving low-skilled students, overcoming boundaries and barriers, and narrowing the gap between policy and practice.
