Abstract:
This is a policy brief developed for the August 20, 2007 meeting of the National Commission on Adult Literacy. "It focuses on 'helping adults with lower skills and/or limited English proficiency earn postsecondary credentials'" to obtain family-supporting jobs. The document "examines obstacles to moving toward [that] goal, with...attention to lack of alignment between federal and state adult education efforts, job training services, and postsecondary education policies", and includes the author's policy and action recommendations. Note: this information "should not...be taken to reflect conclusions of the National Commission", but is "presented as a public service".
