This document is Part II of a final report of the Secretary's Commission on Achieving Necessary Skills (SCANS) and is a follow-up to What Work Requires of Schools. This document describes how to engage the local community and employers in dialog about changing employment needs and how schools and businesses are preparing the workforce. Lists of resources including organizations and materials are included. Part I is titled Learning a Living: a Blueprint for High Performance.
