Abstract:
The document advocates the government becoming a high performance employer. The Secretary's Commission on Achieving Necessry Skills (SCANS) advocates the shift to a "comprehensive, customer-driven system that aligns all of the activities in an organization with the common focus of customer satisfaction through continuous improvement in the quality of goods and services." The shift to the high performance workplace would create a work environment in which the SCANS skills of workplace know-how are valued and lead to effective job performance.
