Abstract:
This document is a transcript of testimony by the General Accounting Office (GAO) 's directory for education, workforce and income security issues. Partly due to the strong economy, a lot of progress had been made in four years to change the welfare system into a work-based , temporary assistance program for needy families. One concern is that states should do a better job coordinating welfare and workforce-development systems.
