Abstract:
This document is a review of the research on effectiveness of various welfare-to work approaches. The major conclusion is that research suggests that programs with a combined approach--including both job search assistance and some education and training--tend to be more effective over a 5-year period than either approach alone in increasing employment and earnings while reducing welfare payments.
