Abstract:
This manual was prepared to give project directors and evaluators of vocational and adult education programs suggestions and guidance for program evaluation which provides a basis for improvement. Included are: process and planning; an evaluation framework; details on evaluating the program's environment, participants, implementation, and outcomes; and how to present findings. An appendix includes sample forms and questionnaires.
