Abstract:
The Policy to Performance project, conducted from 2009 to 2012 with funding from the U.S. Department of Education, was designed to advance state activities in systems and policy development to facilitate adults’ transition from adult basic education (ABE) to postsecondary education, training, and employment. The toolkit is a resource that offers guidance and tools for developing policies and practices that support effective adult basic education transition systems, including: descriptions of the models used in the Policy to Performance initiative to create a transition system for adult learners; processes for analyzing practices and identifying policies; steps for developing, implementing, and evaluating policies; planning documents, checklists, and other downloadable tools to use in developing, implementing, and evaluating policies; and implementation examples from the project’s partner states.
