Abstract:
This paper describes the National Institute for Literacy's key capacity-building initiative for development and piloting of performance measurement, reporting and improvement systems in four states. Key issues in creating a performance based accountability system for literacy were: building the foundation; building investment; developing outcomes and performance measures; building a shared management information system; and interagency staff development. Key state needs identified were: financial assistance; a clearinghouse to support results-based system change; group interactions with other states and experts; and a peer mentoring network.
