This paper explores the movement toward results oriented accountability for adult basic education services funded by state and federal bureaucracies in the United States. Special emphasis is placed on two initiatives by the National Institute for Literacy: the Performance Measurement Reporting and Improvement Systems (PMRIS) Initiative and the Equipped for the Future (EFF) Initiative.
