Abstract:
The paper details a list of indicators which are the most essential elements of program quality that should be used to assess all adult education programs. The list was developed with input from four focus groups. The list meets National Literacy Act mandates that quality indicators include educational gains, recruitment, and retention. There are two sections: student outcomes and program process and content. A list of secondary quality indicators upon which there was no consensus is appended.
