Abstract:
The handbook details the policies of the U.S. Department of Education's Program Effectiveness Panel (PEP). Included are background, purposes, how the panel works, how standards and assumptions have changed, and criteria of effectiveness. Types of claims of effectiveness are analyzed: academic achievement, improvements in teachers and students' attitudes and behaviors, improvements in instructional practices and procedures, and schoolwide change. A bibliography is included as are forms for submission.
