This is the final policy report in the California Budget Project's "At a Crossroads" series. It offers a set of recommendations aimed at integrating California's basic skills programs, improving student outcomes,and providing policymakers the information they need to guide program performance. Topics include goals, resources, governance, service delivery, components of student success, performance measures and accountability.
