This policy brief examines how California finances basic skills education and is the second in the California Budget Project's "At a Crossroads" series. It first discusses the Adult Education Program funding system, including recent funding and program changes, and then reviews the community colleges" basic skills funding system. The issues about how basic skills education should be funded in California are reviewed.
