Abstract:
The purpose of this report is to describe and assess how the federal Workforce Investment Act (WIA) is being implemented at the state and local levels in California, in order to inform policy and programmatic decisions. Findings are related to mission, resources, service design and delivery, alignment with workforce system partners, and leadership. There are three major recommendations. Reference and appendices are included.
