Abstract:
This updated policy brief defines basic skills education and the need for it in California. The organizational and financial structure of basic skills education for adults in California is described as are the different students served. The analysis concludes that the basic skills system is both large and necessary, that it is weak in transitioning students from basic skills education to postsecondary education or skills training, that decreasing funding is a serious issue, and that although there is inadequate data on educational attainment for individuals, the data available suggests that many students do not achieve their goals.
