This paper summarizes research on the connections between adult education and community colleges and proposed a National Opportunity System that develops educational opportunities for adults through basic skills upgrading and English language programs that support the successful transition from the adult education and literacy system to postsecondary education, career opportunities, and fulfilling lives as family and community members.
