This pamphlet provides practical advice to someone who is developing a small adult literacy program. Included are needs assessment, program structure, staffing, sites, curriculum, budgeting, fund raising, student recruitment, tutor recruitment, marketing, staff training. A bibliography and sample forms are provided.
