Technology and Distance Learning Symposium 2013

The 2013 Technology and Distance Learning Symposium (TDLS) is just around the corner. Register now for the February 22 & 23 symposium at Berkeley Adult School.

Share and discuss promising practices, strategies, lesson ideas, and more about technology integration and distance and blended learning. Registration is open through February 14, 2013.

The Symposium is targeted to administrators, coordinators, and teachers who are planning for or are already implementing distance, blended, online instruction, as well as integrating technology in the classroom.

Governor Releases Fiscal Year 2013-14 Budget Plan

Earlier this month, Governor Jerry Brown introduced his proposed budget for the 2013-2014 fiscal year. The $97.7 billion plan represents a five-percent increase over the previous budget year, largely in education and health care spending. K-12 education funding is increased by $2.7 billion from $53.5 billion in 2012-13 to $56.2 billion in 2013-14.

The proposed budget significantly increases per pupil spending in K-12 schools. Under the plan, funding for K-12 and community colleges is projected to increase by $2.7 billion next year and by $19 billion by 2016-17.

"The Governor's budget proposal keeps the promise we made to Californians who supported Proposition 30, and wisely begins to restore some of what our schools have lost," said State Superintendent of Public Instruction Tom Torlakson in a prepared statement. "It will take years to bring our education system back to financial health, and I applaud the Governor for beginning that work in earnest."

How Public Education Policy Makers Can Take the Leap to "Learning 2.0."


The Policy Analysis for California Education (PACE) (www) recently posted a blog entry submitted by Charles Taylor Kerchner, entitled Education Policy for a 21st Century Learning System (www), in which he discusses the ways in which 21st Century technology can potentially transform learning in public education settings.

Mr. Kerchner, a research professor currently studying institutional change in public education in California, calls on California State policy makers to take the steps needed to "leap from its existing model of education to … Learning 2.0, the next complete system upgrade." Rather than viewing the Internet as something that distracts from or disrupts learning, he believes that Internet technology can and should be harnessed to transform the institution of public education for the better


Three Professional Learning Opportunities on Integrated Education and Training (IET)


A top priority of both the US and CA offices of adult education, Integrated Education and Training (IET) combines education in basic skills (i.e., ESL or ABE) with technical or occupational skills training, with the aim of expanding adult learners' educational and career advancement. The California Adult Literacy Professional Development Project (CALPRO) (www) is offering three professional learning opportunities related to IET, from a short introductory Webinar to more in-depth study.

New Tool Kit from OVAE's Policy to Performance Project


The Policy to Performance project of the Office of Vocational and Adult Education (OVAE) recently released a valuable new toolkit, which can be accessed for free in the Literacy Information and Communication Systems (LINCS) Resource Collection. The Policy to Performance Toolkit is a federally funded, high-quality resource that offers guidance and tools for developing policies and practices that support effective adult basic education transition systems, including:

  • Descriptions of the models used in the Policy to Performance initiative to create  a transition system for adult learners;
  • Processes for analyzing practices and identifying policies;
  • Steps for developing, implementing, and evaluating policies;
  • Planning documents, checklists, and other downloadable tools to use in developing, implementing, and evaluating policies; and
  • Implementation examples from the project's partner states.

The Policy to Performance Toolkit is also available from OTAN.

Also available from OTAN is the State Adult Basic Education (ABE) Transition Systems Report. This report provides information about the activities that were conducted by the Policy to Performance project and the findings from the participating states' work during the project. The report describes the key elements of a state ABE transition system, technical assistance activities and planning processes utilized, examples of strategies used by states to implement ABE transition policies, and the lessons learned and conclusions from the project concerning state transition system development.
