Adult Education Regional Planning Process Report Submitted to the Legislature

The 2015 AB86 Legislative report has been submitted to the Legislature. The report External link opens in new window or tab, jointly developed by the California Department of Education (CDE) and the California Community College Chancellor's Office (CCCCO), "details the needs that emerged from the 70 consortia's reports and the joint recommendations of the CDE and the Chancellor's Office." The planning process brought two systems together to assess what is done well and to identify gaps in California's system of adult education.

Senate Bill 173 (Liu) required this report to address the following in the provision of adult education through the K-12 Adult and community college systems: accountability; assessment, evaluation, and data collection; and fees. Thee recommendations in this report are designed to strengthen the foundation for a new adult education system in California.

ABC Adult School Principal Recognized As 58th Assembly District Woman of the Year

Each March, in celebration of Women's History Month, the California State Legislature honors women from across the state for their remarkable contributions to their communities.

This year's honoree, representing Cerritos and the entire 58th Assembly District, is ABC Adult School Principal PaoLing Guo. She will be officially recognized March 9 on the floor of the State Assembly in Sacramento by Assemblywoman Cristina Garcia and Speaker of the Assembly Toni Atkins.

"As the State is facing times of transition in the needs of the students and services, Dr. Guo applied her knowledge and experiences to help with the implementation of Adult Education standards and assessments. More importantly, she contributed all her time, energy, and has been the catalyst for actions that strengthened adult education into a better future for the adult learners in the 58th Assembly District and for the state of California," Garcia said.

"Adult Education has the power to change the world," said Guo, "and I want to continue to be highly involved with Adult Education state-wide and also play a leadership role in the region and local communities."

Making Skills Everyone's Business

The Office of Career, Technical, and Adult Education (OCTAE External link opens in new window or tab) has released a new and long awaited report, Making Skills Everyone's Business: A Call to Transform Adult Learning in the United States External link opens in new window or tab. The report, originally slated to be released in April of 2014, "lays out seven strategies for establishing convenient, effective, high-quality learning opportunities."

"It challenges those of us in education to work more closely with employers to prepare students for in-demand jobs with advancement potential," write Ted Mitchell, U.S. Under Secretary of Education, and Johan E. Uvin, Acting Assistant Secretary of the Office of Career, Technical, and Adult Education, in a Homeroom Blog post External link opens in new window or tab. "It challenges employers to work more closely with educators to ensure effective training programs that lead to meaningful skill development. And it calls for making career pathways available and accessible everywhere, an effort that will be aided by the implementation of the Workforce Innovation and Opportunity Act (WIOA)."

In an Office of Career, Technical, and Adult Education blog post External link opens in new window or tab titled Closing the Equity Gap former Assistant Secretary for Career, Technical, and Adult Education at the U.S. Department of Education, Dr. Brenda Dann-Meissier, mentions former Oakland Adult Education student Rigoberto Alvarado External link opens in new window or tab as an example of how "employment-focused literacy and numeracy, as well as job skills are critical to the prosperity and well-being of individuals." Alvarado is one of nearly two-hundred successful students whose stories are told at OTAN's Adult Education Students Succeed Web site External link opens in new window or tab.

Dr. Dann-Messier writes, "Rigoberto Alvarado left El Salvador in 1991 in search of a better life in the United States. He needed English and a job. With the help of friends and family, he found an English class at the Neighborhood Centers' Oakland Adult and Career Education External link opens in new window or tab. He started learning English. He found a job he liked in the hospitality industry. But he quickly realized he needed more skills in order to advance, so he returned to Neighborhood Centers to learn about computers and computer applications. Through hard work and dedication to his education, Rigoberto advanced through the ranks to become banquet manager at the Waterfront Hotel in Jack London Square. He now hires and supervises many employees, manages costs and inventories, and strives to create a positive employee work environment. Rigoberto put himself on the path to the middle class."
